This $16M building, the first phase of Village at Manassas Park master plan, replaces the dated, repurposed City Hall with a new building including a two-story library, restaurant, and coffeehouse. This comes after years of discussion regarding the need and desire to transform Manassas Park from a city of single-family homes into a downtown destination, providing residents a place to gather, shop, and dine locally. This office building is part of a larger public-private partnership to create a new destination for businesses and residents, expand retail opportunities in the city, and increase tax revenues.
The new City Hall was constructed at no additional cost to the taxpayers of Manassas Park through a Lease Revenue Bond financing structure. The tax revenue from the new homes to be constructed as part of the overall development will cover the annual lease-to-own payments for the city.
The new City Hall and library are next to Manassas Park VRE station. In addition, there is a 36,000 sq ft public plaza with public programming and a splash pad, restaurant space, and 300 townhome condominiums. A movie theatre will anchor the plaza after the second phase of development.
